Indotel promotes digital modernization with new Telecommunications Law
The Dominican Institute of Telecommunications (Indotel) has taken a decisive step towards the country’s digital transformation by formally presenting the General Law on Telecommunications, Digital Infrastructure, and Connectivity project. This initiative seeks to update the current legal framework to adapt it to the demands of the contemporary technological era.
The official presentation was led by Fausto Rosario Adames, a member of the institution’s Board of Directors, who attended on behalf of the organization’s president, Guido Gómez Mazara. During the event, it was emphasized that, although the current Law 153-98 laid the foundations for the sector, the current ecosystem requires new tools that consider the expansion of fiber optics, next-generation mobile networks, submarine cables, and the rise of data centers.
Pillars of the new regulations
One of the key points of the preliminary draft is the precision in its regulatory scope. The proposal establishes that Indotel will focus its supervision exclusively on telecommunications networks, services, and infrastructure, avoiding intervention in content, digital platforms, or electronic commerce that do not have a direct functional link to the sector. This approach seeks to protect the freedom of innovation in the digital market.
Among the strategic objectives of the project are:
- Simplification of the authorization regime through a single concession.
- Streamlining of infrastructure deployment through a single electronic window.
- Promotion of network sharing among operators.
- Optimization in radio spectrum management to strengthen competition.
- Reinforcement of user rights in areas of billing, portability, and accessibility.
Cybersecurity and national consensus
The proposal not only contemplates technical aspects, but also integrates a sectoral cybersecurity regime designed to guarantee the resilience and continuity of the country’s critical networks. Likewise, the institution has reaffirmed its commitment to a process of democratic and participatory construction.
We want to reach the National Congress with a mature proposal, enriched by dialogue and capable of responding to the technological challenges of the coming decades.

Indotel will work hand in hand with the Legal Consultancy of the Executive Branch to open dialogue tables with operators, academics, entrepreneurs, and civil society. The ultimate goal is to reach a solid consensus before the piece is sent to the National Congress, thus ensuring a legal framework that propels the Dominican Republic toward greater competitiveness and digital inclusion.
The meeting was attended by representatives of the country’s main telecommunications companies, including Claro, Altice, Trilogy, OneMax, Wind Telecom, Columbus, ADORA, and COMTEC, as well as prominent jurists Nassef Perdomo and José Luis Taveras, who led the technical drafting of the project.
