Profile of Josefa Castillo: Trajectory between social work and public management
Josefa Aquilina Castillo Rodríguez has established herself as a key figure in Dominican public administration and politics. Born on April 23, 1959, in Andrés, Boca Chica, her career is a reflection of a constant commitment to community development, education, and the defense of the interests of her native province.
Academic background and social vocation
A graduate of the Autonomous University of Santo Domingo (UASD) in 1988 with a degree in Psychology, Castillo complemented her academic preparation with postgraduate studies in Education at INTEC and specializations in Human Resources Administration. Her vocation for service began from the grassroots, engaging with social movements, theater groups, and neighborhood associations in Boca Chica, which forged her leadership capacity and connection with the people.
In the professional sphere, she stood out as a psychologist specializing in learning disorders and founded the Las Palomitas psychopedagogical center, as well as the Josefa Castillo Educational Center, institutions that marked her contribution to the educational sector of her community.
Political rise and legislative work
Her foray into formal politics began in the Dominican Revolutionary Party (PRD), where she climbed the ranks to become national vice president. Subsequently, she joined the Modern Revolutionary Party (PRM), a platform from which she attained a seat in the Chamber of Deputies.

Management at the Superintendency of Insurance and the INAIPI
In August 2020, she was appointed Superintendent of Insurance through Decree 390-20. During her tenure, she prioritized the modernization of user services and led social assistance programs, highlighting her role in the government’s response for vehicle owners affected by the weather events of November 2022.
Currently, Josefa Castillo continues her work in the State as executive director of the National Institute for Comprehensive Early Childhood Care (INAIPI). From this position, she leads strategic projects aimed at the comprehensive development of childhood, reaffirming her profile as a public servant dedicated to positively impacting the various stages of the lives of Dominicans.
