Eficompras: The new bet to revolutionize public procurement in the Dominican Republic
The Dominican State has taken a firm step towards the modernization of its administrative management with the launch of Eficompras, an innovative digital platform designed to streamline and bring transparency to public procurement carried out below the established threshold.
The project developers explained that this tool seeks to transform the way institutions acquire everyday goods. Currently, processes classified as “below the threshold” —those under RD$262,111— represent a massive volume of transactions in the state system, accounting for 62.8% of registered operations.
Optimization and efficiency in public spending
One of the main challenges that Eficompras aims to solve is the reduction of waiting times. Traditionally, although a minor purchase can be awarded quickly, the entire process from the request to the receipt of the good usually takes between 8 and 10 business days. With this new virtual catalog, the goal is to turn these procedures into a model of competitiveness and agility.
We want these purchases to become a commitment to state competitiveness, reducing the manual nature of the processes and drastically improving efficiency in our acquisitions.

How does the new catalog work?
Unlike the traditional scheme, where the institution publishes a requirement and waits for offers, Eficompras reverses the logic: goods will be available in a digital catalog with real inventory. Purchasing units will be able to directly select the necessary product, ensuring that the supplier has immediate availability of the item.
- Total traceability: Each transaction will generate a complete and auditable file.
- Inventory control: Suppliers who actually possess the stock are prioritized, avoiding intermediaries that delay the delivery of critical supplies.
- Complementarity: The platform does not replace the Electronic Public Procurement System, but acts as a specialized module for minor purchases.
Strengthening MSMEs
Eficompras also has as a strategic goal to boost the participation of small and medium-sized enterprises in the state market. Given that MSMEs represent a fundamental pillar for the national economy, the platform facilitates their access to smaller-scale tenders, seeking to exceed the 44.8% participation rate recorded in 2025.
Promising results after the pilot phase
The system has already been successfully tested in a controlled environment. During the pilot phase, carried out between May and August, key indicators were obtained:
- More than 1,000 products reviewed by the institutions.
- 777 products uploaded directly to the catalog by the suppliers.
- 1,623 suppliers enabled and ready to operate on the platform.
With these results, Eficompras emerges as a decisive step toward a more competitive, agile public procurement system, and, above all, one founded on transparency and the real availability of resources allocated for the functioning of the State.
