Constitutional Court to hold the VI International Congress on Constitutional Law and Justice
The Constitutional Court (TC) has announced the holding of the VI International Congress on Constitutional Law and Justice, a high-level academic event that will take place from September 21 to 23. This edition will focus on the in-depth analysis of due process in criminal matters, bringing together more than 45 prominent jurists, magistrates, and specialists from various nations.
For three days, experts from Argentina, Costa Rica, Spain, the United States, Germany, Peru, Puerto Rico, Colombia, and the Dominican Republic will share their experiences and best practices. The central objective is to examine the guarantees involved in criminal proceedings and their unavoidable link to fundamental rights within a social and democratic state of law.
A focus on justice and modernity
Magistrate Manuel Ulises Bonnelly Vega, who coordinates both the Congress and the Center for Constitutional Studies (CEC), highlighted that addressing due process from a constitutional dimension allows for strengthening the oversight of the guarantees that must be observed in every action of the justice system.
The purpose of this academic initiative is to promote the exchange of knowledge and experiences regarding the protection of fundamental rights, the guarantees that support the justice system, and the strengthening of the social and democratic rule of law.

The Director of the Office of the Presidency, Monserrat Pérez, detailed that the program includes 21 keynote lectures, seven discussion tables, and specialized panels. Among the cutting-edge topics that will be subject to debate are:
- The use of artificial intelligence in the judicial function.
- Due process in international human rights law.
- Challenges in Public Prosecutor’s Office investigations.
- The impact of penal populism and victims’ rights.
- Jurisprudence of the Constitutional Court regarding criminal procedure.
The event is designed for judges, prosecutors, lawyers, law students, and other judicial system officials. The inaugural lecture, titled “The power to judge without the intervention of a judge: the legal impossibility of the robot judge,” will be delivered by Dr. Luis Greco, from Humboldt University of Berlin.
The agenda will continue with the participation of prominent figures such as Deputy Attorney General Yeni Berenice Reynoso, who will speak on the rights of victims in the criminal process, and Dr. Eduardo Jorge Prats, who will delve into the effects of penal populism on procedural guarantees.
