CODIA launches oversight plan to expedite payments to public works contractors
The Dominican College of Engineers, Architects and Surveyors (CODIA) has taken a firm step in defense of its members by announcing the implementation of a strategic oversight and technical support plan. This initiative seeks to guarantee the efficient application of Law No. 16-26, a regulation that establishes an extraordinary framework to settle outstanding debts for public works executed for the Dominican State.
The president of the guild, architect George Richardson, emphasized that the resolution of these financial commitments is an absolute priority for the current management, given the positive impact it will have on the professionals who have waited years for the payment of their invoices.
Behind every pending valuation and every delayed file are professionals who pledged their effort, their credit, and their families’ assets to build the schools, local roads, hospitals, and aqueducts that our communities enjoy today. Our priority is to achieve distributive justice and ensure that the State fulfills its obligations transparently and agilely to those who fully served the nation.

Commitment to transparency and the construction sector
Richardson reiterated CODIA’s willingness to work hand-in-hand with President Luis Abinader’s government to clear these historical liabilities. The guild positions itself as a technical ally that seeks to strengthen trust and transparency in public procurement processes.
The institutional plan will focus on the following key points:
- Facilitate timely payment to contractors included in the catalog of Article 10 of Law No. 16-26.
- Provide legal and technical advice to those professionals who, being legitimate creditors, do not appear in the initial annexes of the law.
- Ensure that the payment process is executed under strict criteria of equality and respect for current legality.
- Act as a bridge between professionals and government authorities to ensure a definitive solution to the sector’s debts.
With these actions, CODIA reaffirms its role as an advisor to the State and a defender of its members, complying with its organic laws (6160 and 6200) and working for the stability and dignity of the construction sector in the Dominican Republic.
