Chamber of Accounts and National School of the Public Ministry seal strategic alliance to strengthen fiscal control
In an effort to strengthen transparency and efficiency in public management, the Chamber of Accounts of the Dominican Republic (CCRD) and the Higher Education Institute, National School of the Public Ministry (IES-ENMP), have formalized an inter-institutional cooperation agreement. This agreement seeks to raise the technical and training standards of the civil servants of both entities, thus consolidating the National Control and Oversight System.
The signing of the document was led by the president of the CCRD, Emma Polanco Melo, and the rector of the IES-ENMP, Marien Montero Beard. Both officials agreed that the synergy between their organizations is vital for the strengthening of the rule of law and the safeguarding of State resources.
This agreement allows us to move towards more specialized oversight, supported by updated technical knowledge that is fundamental for the protection of public funds.

Core axes of cooperation
The joint work plan contemplates various areas of specialization designed to improve the quality of research and audit processes. Among the key points of the agreement, the following stand out:
- Implementation of forensic audit training programs as an immediate priority.
- Training in fiscal control, state financial administration, and legal education.
- Joint development of diploma programs, workshops, seminars, and research projects.
- Exchange of publications, academic materials, and subject matter experts.
Rector Marien Montero Beard emphasized that the collaboration will allow for greater technical and evidentiary rigor in investigations of potential administrative offenses, ensuring that audit reports possess the necessary robustness for the corresponding legal processes.
A comprehensive impact on administrative justice
The initiative is based on the complementarity of their functions: while the Chamber of Accounts leads economic and administrative oversight, the Public Prosecutor’s Office heads public criminal action. By unifying criteria and knowledge, a more efficient response to administrative corruption is expected.
The event was attended by high-ranking officials from both institutions, including directors of INACIF, DICAT, and members of the Chamber of Accounts Plenary, who reiterated their commitment to professional excellence and integrity in public service.
