Víctor Livio Emmanuel Cedeño Brea assumes the Superintendency of Banks
The President of the Republic, Luis Abinader, has formalized this Monday the appointment of Víctor Livio Emmanuel Cedeño Brea as the new Superintendent of Banks, through Decree number 606-26. With this designation, Cedeño Brea assumes the leadership of the agency responsible for supervising and regulating all financial intermediation entities operating in the country.
The measure, made official on August 31, 2026, complies with the statutes of Law 183-02, Monetary and Financial. Said regulation stipulates that the head of the Superintendency of Banks is selected by the Executive Branch for a two-year management period, maintaining the possibility of being ratified in the position provided that the required legal criteria are met.
Background of the new incumbent
Cedeño Brea arrives at this position with a high-level technical profile. He is a lawyer with a strong specialization in financial regulation and economics. His academic background stands out for being a Doctor of Law and Economics (Ph.D.), a degree obtained in 2017 after completing higher studies at the universities of Hamburg, Rotterdam, and Bologna.
Cedeño Brea’s appointment seeks to strengthen the supervision of the national financial system, contributing his vast academic and professional experience in economic regulation.
The new superintendent replaces Alejandro Fernández Whipple in his duties, who had been holding the position since August 2024, after having been ratified under Decree 442-24. The transition marks a new stage in the management of the regulatory entity under the current administration.
