Constitutionalist Military Foundation proposes strengthening constitutional education in political parties
In the framework of the commemoration of the 163rd anniversary of the Restoration of the Republic, the Foundation of Constitutionalist Military of April 24, 1965, made an urgent call for the country’s political organizations to integrate the teaching of the Constitution as a fundamental pillar in their internal training. According to the entity, mastery of the Magna Carta is the primary tool to combat corruption, impunity, and the weakening of democratic institutions.
The proposal for a “Fourth Force”
Andrés Fortunato Victoria, president of the foundation, clarified that the initiative does not seek to found a new party, but to establish a “fourth political, constitutional, and electoral force” within each party structure. The goal is for this transversal axis to ensure that both traditional organizations and independent candidates prioritize the knowledge and respect of constitutional principles.
Churches, parties, unions, everyone has to demand education because, if not, corruption will continue, and that is what the Fourth Force refers to. It is not that we are going to form a party, it is that we are going to fight so that all parties educate on the Constitution, whether they are the parties or whether they are outsiders.

The organization emphasized that civic education must be a daily endeavor and proposed various measures to achieve a real impact on society:
- Integration of media outlets to broadcast articles of the Constitution in their daily programming.
- Implementation of a national campaign by the Executive Branch that includes informative billboards with constitutional articles in the 32 provinces and 158 municipalities of the country.
- Promotion of academic competitions in schools, high schools, and universities regarding historical milestones, including National Independence, the April 1965 Revolution, and the Restoration of the Republic.
The fight against money in politics
The foundation warned about the dangers of economic interests predominating over ethical and patriotic principles in political activity. According to the organization, when money becomes the main driver of politics, social problems such as inequality, crime, and insecurity are exacerbated.
Finally, the entity stressed that the best tribute to the heroes of the Restoration is to provide the people with the necessary tools to oversee the use of public funds and demand transparent state management. “An ignorant people is a blind instrument of its own destruction,” concluded Fortunato Victoria, reiterating the importance of citizens understanding their constitutional rights and duties.
