New York intensifies controls on vehicle rental agencies
New York City authorities have placed vehicle rental companies under scrutiny. Following a series of investigations, constant irregularities were detected in price management and the transparency of contractual terms, elements that, by law, must be communicated to customers before closing any agreement.
The Department of Consumer and Worker Protection (DCWP) executed a massive operation between the months of May and July, conducting a total of 62 inspections. As a result, 56 citations were issued for direct violations of the local Consumer Protection Law, marking the most thorough review conducted in this sector over the last decade.
Main irregularities detected
The authorities’ findings revealed a worrying lack of clarity in the establishments. Among the most common problems are:
- Absence of an adequate display of mandatory prices.
- Incomplete information regarding the rates applicable to the service.
- Refund policies that are hidden or not visible to users.
- Misleading advertising with requirements that were not communicated in a timely manner.
Mandatory regulations for agencies
The municipal administration has been emphatic in reminding everyone of the rules governing this business. Agencies are obligated to honor reservations within a 30-minute window of the agreed-upon time, maintaining the original price unless it was previously clarified that the reservation was not guaranteed.
Both residents and visitors have the fundamental right to know the actual cost of a car before leaving the establishment. The city will maintain a firm stance against those companies that add surprise charges that were not previously disclosed to users.

In the event that the requested vehicle is not available, the company has the legal responsibility to offer an alternative that meets the same passenger capacity and covers the customer’s needs. Furthermore, businesses are required to visibly display reservation policies and the procedure for filing formal complaints in case of disputes.
The DCWP continues to analyze the results of these inspections and does not rule out implementing new punitive measures against businesses that persist in non-compliance with current regulations. Consumers who believe their rights have been violated are invited to file their complaints with the appropriate agency for the necessary actions.
