Dominican government accelerates the transformation of transport and road mobility
The Government of the Dominican Republic is moving forward with firm steps in the execution of an ambitious connectivity and transport modernization plan. Under the current administration, strategic projects have been prioritized, including the expansion of road networks, the optimization of tolls, and unprecedented growth in mass transit systems, such as the Metro, the Monorail, and urban corridors, seeking to guarantee more efficient and safer travel for the entire population.
Details regarding these advancements were shared during the informational segment LA Agenda Semanal, led by President Luis Abinader, where Jhael Isa Tavárez, executive director of OPRET, and Hostos Rizik Lugo, director of RD Vial, presented the milestones achieved and the short- and medium-term projections.
Mass transit expansion: Towards 73 kilometers
Urban mobility is one of the pillars of national development. According to what was reported by Isa Tavárez, the mass transit system has experienced historic growth since 2020. With the integration of new Metro lines, cable cars, and the long-awaited Santiago Monorail, the country will add 38 new kilometers to the 35 already in existence, reaching a total network of 73 kilometers projected for the year 2028.
- Santiago Monorail: With a capacity to transport 20,000 passengers per hour in each direction, this system is expected to be operational by the end of 2026.
- Los Alcarrizos Cable Car: It has recorded a significant increase in demand, going from 4,000 to 13,000 daily users, with a clear goal of exceeding 20,000 passengers per day.
- Infrastructure in Santo Domingo: The capacity of Metro Line 1 has been doubled and Line 2C has been successfully integrated.
Strengthening mass transit is a direct response to the need for efficient mobility for thousands of citizens who require fast and safe transportation in the country’s main urban centers.

New projects and toll modernization
The mobility plan does not stop with the current works. By the end of 2026, the start of operations for the first section of the Santo Domingo Oeste Cable Car is contemplated. This route will connect strategic points such as kilometer 9, Buenos Aires de Herrera, and Pintura, areas that concentrate a massive flow of more than 20,000 people daily. The project includes a future extension to Quitasueño, in Haina, whose completion is scheduled for the end of 2027.
For its part, the modernization of road infrastructure is advancing hand in hand with the RD Vial Trust. Hostos Rizik Lugo reported that the toll system is in the process of total transformation, gradually eliminating manual and cash collection. The goal is to implement a fully automated system that prioritizes the use of Paso Rápido.
The new operational scheme contemplates the enablement of six lanes per station, starting with a balanced distribution of three express lanes and three cash payment lanes, which will be progressively reduced to streamline vehicular traffic on the country’s main highways.
