Indotel promotes technological modernization in the Dominican Republic with a new bill
The Dominican Institute of Telecommunications (Indotel) has taken a decisive step towards the country’s digital transformation by presenting the proposal for the General Law on Telecommunications, Digital Infrastructure, and Connectivity. The main objective of this project is to update the current legal framework to adapt it to the demands and challenges of the contemporary technological era.
The official presentation was led by Fausto Rosario Adames, a member of the institution’s Board of Directors, representing its president, Guido Gómez Mazara. During the event, it was emphasized that, although the current Law 153-98 laid the foundations for the sector, the current ecosystem requires dynamic tools that contemplate technologies such as fiber optics, satellite communications, submarine cables, and data center management.
Focus on infrastructure and user protection
One of the most notable points of the initiative is the clear delimitation of the scope of regulation. Indotel proposes to concentrate its supervision strictly on networks, services, and infrastructure, avoiding intervention in content, electronic commerce, or digital platforms that do not have a direct functional link to telecommunications. With this, it seeks to guarantee the freedom of innovation in other digital sectors.
Among the fundamental pillars of the project are:
- Simplification of the authorization regime through a single concession.
- Implementation of a single electronic window to streamline infrastructure deployment.
- Promotion of network sharing to optimize efficiency.
- Strengthening of competition and strategic management of the radio spectrum.
- New guarantees for users, including transparent billing, accessibility, and more effective complaint mechanisms.
- Integration of a sectoral cybersecurity regime to protect the integrity of national networks.
We want to reach the National Congress with a mature proposal, enriched by dialogue and capable of responding to the technological challenges of the coming decades.

A process open to national dialogue
Indotel has expressed its commitment to work hand-in-hand with the Legal Consultancy of the Executive Branch to initiate an open consultation phase. This process will include operators, academics, experts, entrepreneurs, and representatives of civil society, in order to build a solid consensus before the piece is formally submitted to the National Congress.
The meeting was attended by representatives of the main companies in the sector, such as Claro, Altice, Trilogy, OneMax, Wind Telecom, Columbus, ADORA, and COMTEC, as well as legal experts Nassef Perdomo and José Luis Taveras, who participated in the drafting of the preliminary bill. With this initiative, the country seeks to consolidate a more connected, competitive, and inclusive environment for the future.
