Haiti launches Peace Dividend Fund to combat insecurity crisis
Haitian Prime Minister Alix Didier Fils-Aimé has launched the Haiti Peace Dividend Fund (HPDF), a strategic initiative developed in conjunction with the United Nations. The fundamental purpose of this mechanism is to facilitate the disarmament and dismantling of the armed gangs that have kept the country in a deep crisis of violence and social instability.
During the presentation ceremony, held at the Villa d’Accueil in Port-au-Prince, Fils-Aimé underscored his administration’s determination to restore public order. The event was attended by national authorities, as well as key figures from the international community, including the French ambassador, Gautier Lekens, and Carlos Ruiz Massieu, special representative of the UN secretary-general and head of BINUH.
This historic alliance between Haiti and the United Nations represents a necessary structural response to overcome the critical security challenges facing our nation.

A step towards regional stability
The Head of Government highlighted that the investment in this fund transcends local borders, as strengthening security in Haiti is a determining factor for the stability of the entire Caribbean region. Although the launch marks a milestone in crisis management, the authorities have not yet detailed the financial amount that the fund will manage or the complete list of international partners involved in its financing.
As part of this roadmap, the Government reaffirmed its full support for the National Commission for Disarmament, Demobilization and Reintegration. The goal is clear: to mitigate violence and work on the recovery of communities that have been devastated by the control of criminal groups.
Context of a persistent crisis
The situation in Haiti remains alarming. The capital, Port-au-Prince, remains largely under the control of armed factions, which has led to a humanitarian crisis marked by the forced displacement of thousands of citizens, constant kidnappings, and widespread violence.
