New regulatory framework transforms baseball oversight in the Dominican Republic
The Executive Branch has taken a transcendental step in the organization of the king of sports in the country with the enactment of Decree no. 601-26. This regulation establishes a comprehensive supervision scheme that covers everything from professional baseball and development academies to recreational leagues and training programs, with the aim of guaranteeing transparency and integrity throughout the discipline.
The Office of the National Baseball Commissioner, under the Ministry of Sports and Recreation, will be the body in charge of applying this new regulation, which seeks to professionalize the ecosystem through the control, registration, and constant monitoring of all its actors.
Fundamental axes of Decree 601-26
The new provision not only seeks to organize the system, but also to raise protection standards for athletes. Among the most notable points are:
- National Baseball System Registry: A mandatory mechanism to certify players, teams, academies, agents, representatives, intermediaries, coaches, umpires, and scouts.
- Protection of Minors: The best interests of children and adolescents are prioritized, implementing strict measures to prevent school dropout, overtraining, abuse, exploitation, and any deceptive practices during recruitment.
- Academy Supervision: Minimum conditions for habitability, food, transportation, health, and safety are established in the facilities where prospects reside and train.
- Sports Integrity: Strict regulation regarding contracts, transfers, doping prevention, and conflicts of interest.
The regulations place special emphasis on transparency and good faith, ensuring that the athletic development of Dominican prospects occurs in a dignified environment and under a legal framework that protects their fundamental rights and physical integrity.
Control and surveillance powers
To ensure compliance with these rules, the Office of the National Baseball Commissioner shall have the authority to conduct technical and administrative inspections. Likewise, the system will allow for the receipt of complaints and the adoption of preventive measures in situations that pose an imminent risk to the health or safety of the participants.
The regulation also contemplates the resolution of conflicts through mechanisms such as mediation and arbitration, always promoting respect for due process and the right to defense of those involved.
Impact on recreational and professional baseball
Decree 601-26 marks a turning point by including recreational baseball within its scope of action. Leagues and teams must now comply with registration requirements and have civil liability insurance policies, ensuring greater safety in neighborhood and federated sporting events.
