Reactions in Congress following the statements of the outgoing National Police director

The recent statements by retired Major General Andrés Modesto Cruz Cruz, upon handing over the leadership of the National Police, have sparked an intense debate in the National Congress. During his farewell, Cruz Cruz urged officers to maintain their integrity and adherence to what is right, even if it meant losing their positions, a message that has been interpreted in various ways by legislators.

From the opposition, the former police director’s speech is perceived as a warning sign regarding the institution’s internal dynamics and the government’s management of citizen security.

Conflicting visions in the chamber

Fuerza del Pueblo deputy, José David Báez, underscored the importance of Cruz Cruz’s words, highlighting his extensive career and knowledge of the police force. According to Báez, the message suggests that the former director’s intentions to implement correct changes may have clashed with the Government’s policies, leading to his dismissal.

It is appropriate for the Government to provide an explanation as to what is happening in the National Police, because that member of that force is very knowledgeable, has a lot of experience, and, in that sense, we must listen to what he may have to say.

José David Báez, deputy

For his part, Deputy Jorge Tavárez described the message as profound and necessary, insisting that this episode reinforces the urgency of a comprehensive police reform. Tavárez pointed out that Cruz Cruz’s words could be a direct allusion to the Executive Branch, suggesting that the official was relieved of his duties for attempting to act under ethical principles that did not align with the current administration.

Defense from the ruling party

In contrast, the ruling party’s position was defended by Modern Revolutionary Party (PRM) deputy Rosendy Polanco, who distanced Cruz Cruz’s departure from any issues of personal integrity. Polanco emphasized that the country demanded a change in the police leadership and supported the authorities’ decision.

  • The ruling party deputy questioned some of the former director’s actions, such as his presence in Navarrete carrying a weapon, considering it inappropriate conduct for his rank.
  • Regarding the brevity of the six-month tenure, Polanco indicated that change decisions can be executed at any time if the situation requires it.

A call for institutional firmness

The background of this controversy lies in the speech delivered by Cruz Cruz before the Minister of Interior and Police, Faride Raful, where he urged officers not to sacrifice their values to maintain a position. This call has highlighted the internal challenges facing the National Police and the public’s expectation to see a more transparent and efficient institution, free from the fluctuations of political popularity.
