Carlos Manuel Paulino Cárdenas assumes the direction of the Civil Defense

The Civil Defense of the Dominican Republic has new leadership. Carlos Manuel Paulino Cárdenas has been formally appointed as the new director of the institution, assuming the responsibility of leading prevention and emergency response efforts throughout the national territory.

The new incumbent arrives at the position with a track record of more than two decades of uninterrupted service within the National System for Prevention, Mitigation and Response. His professional profile was consolidated from his beginnings in Civil Defense and subsequently during his time at the Emergency Operations Center (COE), where he demonstrated operational and strategic capacity.

A trajectory marked by risk management

Until the time of his recent appointment, Paulino Cárdenas served as the deputy director in charge of Institutional Planning and Development at the COE, a role he had held since the beginning of 2016. His transition to the leadership of the Civil Defense represents a key move to strengthen inter-institutional coordination regarding disasters.

Among his academic and professional credentials, the following stand out:

  • Bachelor’s Degree in Business Administration.
  • Postgraduate training in Senior Management.
  • Specialization in Security, Crisis, and Emergency Management.
  • Advanced studies in Educational Planning and Management.

Paulino Cárdenas’ vast experience in risk management and operational planning will be decisive in leading the Civil Defense, a vital organization for safeguarding the citizenry against adverse events.

With this change in leadership, the institution seeks to enhance its technical and operational capabilities to face current challenges in emergency management and civil protection in the Dominican Republic.
