Cutting-edge technology: 9-1-1 strengthens disaster response in the Dominican Republic
The 9-1-1 National Emergency and Security Response System reaffirmed its commitment to citizen security by actively participating in the recent National Earthquake Drill. During this event, the organization presented high-level technological innovations designed to optimize early warning, damage assessment, and critical decision-making in the face of large-scale events.
This initiative, carried out in close collaboration with the Emergency Operations Center (COE), seeks to modernize response protocols in the country through the integration of state-of-the-art tools.
Mass alerts and population reach
One of the pillars of the exercise was the implementation of the Cell Broadcast system. This technology allows for the simultaneous broadcast of emergency messages to mobile devices located in a specific geographic area. During the test, more than 50% of the Dominican population was reached, confirming the effectiveness of this tool for issuing vital instructions and warnings in the face of phenomena such as hurricanes, earthquakes, or floods.
The implementation of these technological capabilities represents a significant step forward towards an agile response model, where immediate communication is key to safeguarding the lives of citizens.

Autonomous drones: Real-time aerial surveillance
The 9-1-1 System also introduced the VAPRE-M2, an Aerial Emergency First Response Vehicle. It is an autonomous deployment drone network capable of providing precise visual and thermal data from the scene of the incident.
- Coverage: Currently, this infrastructure reaches more than 85% of the National District’s territory.
- Functionality: The drones transmit real-time video to the Comprehensive Dispatch Center, allowing emergency teams to assess the magnitude of the situation even before arriving on the ground.
- Efficiency: The information captured facilitates the identification of risks and allows for better coordination of rescue units.
Commitment to national security
The integration of these systems not only improves response speed, but also ensures that emergency relief agencies have accurate information during the critical minutes of an emergency. The 9-1-1 System continues to work hand-in-hand with the COE and other State institutions to strengthen the country’s resilience in the face of any risk scenario, consolidating technology as its best ally in protecting the Dominican population.
