Transformation at INTRANT: New licensing system generates millionaire profits for the State

The National Institute of Transit and Land Transportation (INTRANT) has achieved a historic financial turnaround in driver’s license management. In a period of five and a half months, the new issuance and renewal scheme has generated profits of nearly RD$300 million, reversing a chronic deficit that previously cost the Dominican State around RD$20 million per month.

Since the implementation of the model on March 3, 2026, the institution has managed to process 329,727 licenses. This progress not only responds to a need for technological modernization, but is also part of a strategy for administrative efficiency and transparency in the use of public funds.

Efficiency and modernization in public management

Milton Morrison, executive director of INTRANT, highlighted that the results obtained validate the effectiveness of management focused on planning and rigorous control. According to the official, the paradigm shift has allowed what was once a financial burden on the treasury to be turned into a source of value for Dominican society.

We received a licensing system that represented approximate losses of RD$20 million per month for the State. Five and a half months later, we have issued 329,727 licenses and generated nearly RD$300 million in profits. This demonstrates that when public resources are managed with planning, controls, and efficiency, it is possible to transform a burden for the State into value for society.

Beyond the financial: Road safety and quality

The reform promoted by INTRANT is not limited solely to economic profitability. The new model has focused on fundamental pillars to improve the citizen experience and road safety:

  • Modernization of operational issuance and renewal processes.
  • Significant expansion in service coverage nationwide.
  • Implementation of stricter controls and traceability systems.
  • Strengthening of standards in evaluations to obtain the document.

INTRANT has reaffirmed its commitment to continue deepening these measures. The institution seeks not only to optimize the digitalization of its services, but to ensure that every process is aligned with transparent, efficient public management oriented toward offering tangible results that directly benefit the citizenry.
