Heroic rescue: Two men saved from a cistern in Villa Francisca
A timely joint effort between the National Police and the National District Fire Department prevented a tragedy last Monday night, after successfully rescuing two men alive who had become unconscious inside a cistern at the San Vicente de Paul School, located in the Villa Francisca sector.
The incident took place at the educational facility located on José Martí street, near 27 de Febrero avenue. Police officers patrolling the area were alerted by the school’s principal about the presence of two individuals who apparently showed no vital signs at the bottom of the water tank.

Upon verifying that the victims, identified as Eddy Rafael Ciriaco Soto and Carlos Can, both 25 years old, still showed signs of life, the officers immediately coordinated with the 9-1-1 National Emergency and Security Attention System and the fire department team. The latter employed specialized techniques to enter this confined space and successfully extract the young men.
The immediate response of the agents and the technical capability of the Fire Department were decisive in preserving the lives of those affected, demonstrating that coordination between emergency agencies is essential in high-risk situations.

After being rescued, Ciriaco Soto and Can were taken to a hospital. According to the preliminary report, the young men suffered from asphyxiation and poisoning due to the inhalation of toxic fumes from paints and other chemicals used in the remodeling work they had been performing since Monday afternoon.
