Samuel Arias Arzeno is ratified as a judge of the Supreme Court of Justice
The National Council of the Magistracy (CNM) has formalized the ratification of Samuel Arias Arzeno in his position as a judge of the Supreme Court of Justice (SCJ). This decision was made after the successful completion of the performance evaluation process to which the magistrates of the country’s highest court were subjected.
Arias Arzeno, who has been part of the First Chamber of the SCJ since 2019, is recognized for his solid trajectory in the legal field, standing out both in professional practice and university teaching, as well as his constant work in favor of access to justice.
A trajectory marked by academic excellence
The magistrate’s training is extensive and multidisciplinary. He is a graduate of the Pedro Henríquez Ureña National University (UNPHU) and holds an international master’s degree in Conflict Resolution from the Open University of Catalonia. His commitment to legal education was evidenced during his tenure as director of the School of Law at the Pontificia Universidad Católica Madre y Maestra (PUCMM), where he has been teaching for more than two decades.
Magistrate Arias Arzeno has been a fundamental pillar in the implementation of regulations that seek to modernize the judicial system, being a key piece in the creation of the General Regulations on Non-Adversarial Conflict Resolution Mechanisms.

Contributions to the Dominican judicial system
In addition to his work in the courts, Arias Arzeno has led important institutional projects within the Judiciary, among which the following stand out:
- Presidency of the Executive Commission for Document Management.
- Leadership in the Judiciary’s Internal Commission for Open Data.
- Promotion of Drug Treatment Courts (MARC–TTD).
- Development of specialized guides for the efficient referral of judicial cases.
Recently, the magistrate reaffirmed his commitment to academic research by obtaining the distinction of summa cum laude for his doctoral thesis. This research work focused on access to civil justice for people in conditions of economic vulnerability, a topic of vital importance for the strengthening of the rule of law in the Dominican Republic.
