Operation Gavilán: Court of Appeals postpones decision on appeals of those convicted

The Third Criminal Chamber of the Court of Appeals of the National District has scheduled for November 6th, at 11:00 a.m., the reading of the ruling regarding the appeals filed by four individuals sentenced to a decade in prison for their involvement in the criminal network dismantled through Operation Gavilán.

Although the decision was initially expected to be issued this Friday, the court decided to postpone the reading of the sentence. The individuals seeking to overturn the conviction imposed by the Fourth Collegiate Court of the National District are prosecutor Luis Peña Cedeño, along with Víctor Gilberto Mercedes Gómez, Pilar Irene Medina Trinidad de Dotel, and José Ramón Quezada Carmona.

Public Prosecutor’s Arguments

During the appeal process, representatives of the Public Prosecutor’s Office formally requested that the judges dismiss the appeals filed by the defense of the convicted individuals. The position of the prosecuting body is to keep the sentences handed down intact, arguing the gravity of the acts committed by the members of this structure.

The case, which has caused a great impact on society, involves a network that used sophisticated computer mechanisms to breach the systems of the Attorney General’s Office in order to erase or manipulate criminal records in exchange for financial benefits.

Case background

  • In August 2025, the Fourth Collegiate Court of the National District handed down a total of 13 convictions against the members of this network.
  • According to the investigations, the structure managed to alter or delete more than 17,000 criminal record entries.
  • The illicit operations were executed directly from the technological systems of the Office of the Attorney General of the Republic.

Alofoke Deportes will continue to follow this news to report on the final resolution issued by the Court of Appeal on the scheduled date.
