Julio Peña Guzmán is appointed as the new president of the Civil Aviation Board
The President of the Republic, Luis Abinader, has formalized the appointment of Julio Peña Guzmán as the new president of the Civil Aviation Board (JAC), through Decree 552-26. With this strategic move, the Executive branch places an official with extensive experience in the international arena at the head of one of the fundamental pillars of the Dominican aeronautical system.
International aviation experience
Peña Guzmán’s recent career path is closely linked to aeronautical management. Since September 2021, he served as ambassador and permanent representative of the Dominican Republic to the International Civil Aviation Organization (ICAO), a specialized agency of the United Nations. During his tenure, he represented the country in various global forums and high-level technical meetings.
Among his most notable participations are:
- His integration into the Dominican delegation during the ICAO Fourteenth Air Navigation Conference in Montreal, Canada, held in August 2024.
- His active role in the commemorations of the 80th anniversary of the Chicago Convention at the end of 2024, where he collaborated with the authorities of the Dominican Institute of Civil Aviation (IDAC) and the JAC.
Professional background and profile
Before his leap into the aeronautical sector, Julio Peña Guzmán, who is a lawyer by profession, held other relevant positions in public administration. In 2020, he led the Presidential Commission for the Development of the Mortgage Market and Trusts, standing out in high-impact housing projects such as Ciudad Juan Bosch.
The appointment of Peña Guzmán through Decree 552-26 seeks to strengthen the higher civil aviation policy and optimize commercial air transport in the Dominican Republic, leveraging his vast diplomatic and technical experience in the sector.
With this new position, the official takes on the challenge of leading the JAC, the entity in charge of regulating and executing the policies that govern air transport in the national territory, guaranteeing the safety and competitiveness of the Dominican aeronautical sector.
