Julio Peña Guzmán assumes the presidency of the Civil Aviation Board
The President of the Dominican Republic has appointed Julio Peña Guzmán as the new president of the Civil Aviation Board (JAC). Peña Guzmán, a prominent figure in the Modern Revolutionary Party (PRM) and a recognized political protégé of the late Orlando Jorge Mera, assumes leadership of a strategic body for the country’s connectivity and economic development.
With this designation, the Dominican aeronautical sector is placed in the hands of a professional with an extensive international career, whose technical training and political vision promise to strengthen the regulation and superior policies of national air transport.
Career path and specialized training
Peña Guzmán’s experience in the sector is not recent. Previously, he served as ambassador and permanent representative of the Dominican Republic to the International Civil Aviation Organization (ICAO). In that body, he actively participated in high-level summits on navigation, operational safety, sustainability, and air connectivity.
- Law degree from the Pontificia Universidad Católica Madre y Maestra (PUCMM).
- Master’s degrees in Government and Public Administration, Political Science, and National Defense and Security.
- Specialist in International Aeronautical Law certified by ICAO.
- Former Executive Director of the Presidential Commission for the Development of the Mortgage Market and Trust.
Their time at ICAO gives them a key competitive advantage: deep knowledge of the global standards that govern civil aviation, fundamental tools for modernizing the Dominican aeronautical legal framework.
Challenges and responsibilities in the JAC
From the presidency of the JAC, Julio Peña Guzmán will be responsible for the economic and regulatory direction of aviation in the country. Among his main functions are:
- Propose economic regulations for air transport to the Executive Branch.
- Manage the authorization of operations for national and international airlines.
- Regulate traffic capacity and flight frequencies under international agreements.
- Supervise the approval of air commercial tariffs and mandatory insurance for operators.
- Represent the Dominican State in international aviation forums.
Peña Guzmán’s appointment is seen as a commitment to technocracy and youth within the public administration, combining his legal management capacity with his previous experience in institutional modernization.
