Bill seeks to transform Ensanche La Fe with an MLB-standard stadium
The Executive Branch has submitted to the National Congress a bill aimed at creating the Real Estate Corporation for the Transformation of Ensanche La Fe (CITELF). This initiative proposes a public-private partnership for the development, construction, and operation of a new baseball stadium with Major League Baseball (MLB) standards, in addition to an urban and real estate complex in the National District.
The proposal, which arises following recommendations from an advisory commission established in 2025, contemplates that the new sports venue be located on the perimeter where the Quisqueya Juan Marichal Stadium is currently located. The complex would not only host official Major League Baseball games, but would also function as a space for other sports disciplines, social events, and recreational activities, elevating the country’s infrastructure offering.
Management model and mixed capital
The project establishes a mixed-capital scheme where the Dominican State and the Development and Export Bank (BANDEX) would contribute land as capital in kind, receiving in exchange shares within the company. For its part, the private sector must be selected through a competitive and transparent process, providing the necessary financial resources and technical capacity to execute the work.
The initiative seeks for the Dominican Republic, a world power in baseball, to finally have a modern facility that guarantees comfort, safety, and top-tier services for fans and international events.
Key points of the proposal
- State ownership: The new stadium and the remodeled Carlos Teo Cruz Boxing Coliseum will remain permanent property of the State, with no possibility of being used as real estate collateral or alienated.
- Operational continuity: It is guaranteed that the Quisqueya Stadium will maintain its operations throughout the construction period, ensuring the normal development of the Dominican Professional Baseball League (LIDOM) season.
- Urban development: The project integrates the so-called special polygon of Ensanche La Fe, including areas currently occupied by various public institutions to enhance the environment through a self-sustainable vision.
- Governance: The administration of CITELF will be in charge of a council where the public sector will maintain active participation, while operational management will fall to the private partners.
BANDEX will be the entity in charge of leading the corporate structure and organizing the selection process for the strategic partner. With this measure, the country is committed to modernizing its sports infrastructure, honoring the historic trajectory of Dominican baseball players in the Hall of Fame and maintaining the leadership of national baseball on the global stage.
