Chamber of Accounts drives modernization with its 2026-2029 Strategic Plan
The Chamber of Accounts of the Dominican Republic is making significant progress in the creation of its 2026-2029 Institutional Strategic Plan, a project designed to define the priorities and lines of action that will guide the organization’s management in the coming years. The details of this process were shared during the Forty-Seventh Ordinary Session of the Control Board, where various actors of the public system exchanged key proposals.
International consultant Nelson Shack was in charge of presenting the progress of the document and explaining the implementation of the Control and Oversight Management System (SIGECOF). This system is fundamental for improving interoperability between the institutions that make up the state control ecosystem.
This Institutional Strategic Plan represents an opportunity to consolidate a modern, digital management approach, oriented towards results and aligned with the best international practices in terms of control and oversight.

Innovation and institutional transformation
The project, supported by the International Organization of Supreme Audit Institutions (INTOSAI) Development Initiative (IDI), is part of the modernization vision promoted by the institution’s Plenary. The main objective is to strengthen technical capacities and foster a more coordinated and efficient audit system.
Regarding the relevance of SIGECOF, Plenary member Griselda Gómez Santana highlighted that this tool will be vital for optimizing the exchange of information between the agencies responsible for public control. As she detailed, this effort responds directly to the vision of the organization’s president, Emma Polanco Melo, aimed at raising standards of transparency and responsiveness to the current demands of public management.
Multisectoral participation in the Control Table
The session, held at the institution’s headquarters, was attended by the authorities of the Chamber of Accounts, including Vice President Francisco Tamárez Florentino, along with members Francisco Franco, Ramón Méndez Acosta, and Griselda Gómez Santana. The event was coordinated by Gaudy Crispín.
The meeting brought together representatives from various key State entities, strengthening inter-institutional dialogue. Among the participating organizations, the following stand out:
- Office of the Comptroller General of the Republic and Ministry of Finance.
- General Directorate of Ethics and Government Integrity (DIGEIG).
- General Directorate of Public Procurement (DGCP).
- General Directorate of Budget (DIGEPRES).
- Chamber of Deputies, Dominican Municipal League, and FEDOMU.
- National Treasury, Government Accounting, and National Assets.
With these actions, the Chamber of Accounts reaffirms its commitment to work hand in hand with State institutions to guarantee an effective, digitized, and results-oriented oversight that the country demands.
