Historic boost: Government prioritizes industrial MSMEs in public procurement
The Dominican Confederation of Micro, Small and Medium Enterprises (CODOPYME) has expressed its support for Decree 672-26, a strategic measure by the Executive Branch designed to boost the national economy. This regulation establishes key mechanisms for smaller local industries to have a leading role in public procurement destined for social programs.
Fernando Pinales, president of CODOPYME, described this provision as a fundamental step toward strengthening the Dominican productive apparatus. According to Pinales, the use of state procurement as a driver of development will not only foster job creation but will also align commercial practices with the guidelines of Public Procurement Law 47-25.
Details of the measure and benefited sectors
The decree provides that acquisitions for poverty relief programs, food, school supplies, clothing, and health be awarded exclusively to micro, small, and medium-sized industries. Among the institutions linked to this new procurement scheme are:
- Supérate and DASAC
- INABIE and INAIPI
- National Health Service and PROMESE-CAL
- Ministry of Defense and National Police
- Ministry of Education and MIVHED
- CONANI and CONAPE
To optimize this process, the State will conduct a detailed census of goods and services produced locally. The modernization of the Industrial Registry will allow for the precise identification of the productive capacity, certifications, and supply volumes of each company, facilitating more efficient planning of government purchases.
Success should not be measured solely by how much the State buys from MSMEs, but also by how many new companies become suppliers, how much employment it generates, and how much national production increases.

Implementation and logistical challenges
To access these opportunities, companies must have the PROINDUSTRIA Industrial Registry and the MSME Certification from the Ministry of Industry, Commerce and MSMEs (MICM). In this regard, an Inter-institutional Coordination Table has been created between the MICM and the General Directorate of Public Procurement (DGCP) to oversee execution and provide technical support to entrepreneurs.
CODOPYME emphasized that, in addition to this opening in State procurement, the sector requires continuous support in terms of financing, innovation, and the simplification of regulatory procedures. The entity assured that it will maintain constant monitoring of the implementation of this policy to ensure that it translates into tangible growth for the Dominican industry.
