Justice in San Cristóbal: Coercive measure hearing begins against “The Pastor”
The Permanent Attention Office of San Cristóbal is scheduled to hear this Wednesday the request for a coercive measure against Ángel Gabriel Capellán, popularly known as “El Pastor” or “Capellán.” The defendant faces serious accusations from the Public Prosecutor’s Office, which points to him for alleged crimes of physical and psychological abuse, in addition to the imposition of forced labor to the detriment of minors.
According to the indictment, the events allegedly took place at a property linked to the Restaurando Vida Foundation, called “Un Muerto que Revive” (A Dead Man Who Revives), located in the municipality of Bajos de Haina. Along with Capellán, Isaías Ramón Muñoz Rodríguez is also listed as a defendant, facing similar allegations for his alleged involvement in these actions against children and adolescents.
Charges and legal grounds
The Public Prosecutor’s Office has requested the imposition of pretrial detention for both individuals involved, arguing the severity of the reported actions. The authorities maintain that the defendants could have violated various legal regulations, among which the following stand out:
- Law 137-03 on illicit trafficking of migrants and trafficking in persons.
- Law 136-03, which establishes the Code for the System of Protection and Fundamental Rights of Children and Adolescents.
The court will be in charge of evaluating the evidentiary elements presented by the Public Prosecutor’s Office and the defense’s arguments to determine whether the requested measure of pretrial detention is appropriate while the judicial investigation continues.
