Government restructuring: President Abinader announces strategic changes to his executive team

As he marks two years since the start of his second presidential term, President Luis Abinader executed a series of significant modifications in various state institutions. Through decrees 551-26 to 555-26, the president seeks to strengthen public management in key sectors such as transportation, civil aviation, infrastructure, and foreign policy.

New figures in diplomacy and infrastructure development

One of the most notable moves is the appointment of Víctor “Ito” Bisonó as the new Minister of Foreign Affairs, replacing Roberto Álvarez, who assumes the position of ambassador emeritus. In the housing sector, Jean Luis Rodríguez was appointed Minister of MIVHED, while Francisco Alejandro Campos Álvarez will lead the Dominican Port Authority (APORDOM), accompanied by Julia Luz Marina Muñiz Suberví as chair of its Board of Directors.

Transformations in the transport sector and emergency response agencies

The National Institute of Transit and Land Transportation (INTRANT) will have a new director in retired Major General Juan Manuel Méndez García, who is leaving his position at the head of the Emergency Operations Center (COE). In his place, the relief agency will be led by Erdwin Robert Olivares Luciano. On the other hand, Carlos Manuel Paulino Cárdenas assumes the leadership of the Civil Defense, while Juan Cesario Salas Rosario moves to honorary advisory functions.

Adjustments in aviation, consular services and social welfare

Civil aviation is also experiencing changes with the appointment of Julio Peña Guzmán as president of the Civil Aviation Board (JAC) and Héctor Elie Porcella Dumas as advisor to the Executive Branch on the matter. Likewise, Mérido de Jesús Torres Espinal was appointed to the Airport Department and Mariana Tavárez de Santos to head Mercadom.

  • National Migration Institute: José Benedicto Hernández Tejada is the new executive director.
  • Consular Service: Josefa Aquilina Castillo Rodríguez (Miami), Víctor Pichardo Custodio (Mayagüez), and Elías de Jesús Brache Rivas (Los Angeles).

Decree 555-26 closed the day of changes with the appointment of José Dolores Andújar Ramírez to Provincial Development, Nidio Encarnación Santiago to UTEPDA, and the restructuring of the CORAASAN board with César Andrés Pichardo Fermín at the helm.
