INTRANT transforms the licensing system: from million-dollar losses to profits for the State
The National Institute of Transit and Land Transportation (INTRANT) has achieved a radical change in the management of driver’s licenses. In just five and a half months of operation under the new model, the institution has recorded profits of nearly RD$300 million, reversing a previous scenario where this service generated monthly losses of approximately RD$20 million.
Since the implementation of the new system on March 3, 2026, until mid-August, the agency has managed to issue a total of 329,727 licenses. This comprehensive transformation process seeks to optimize citizen service, strengthen internal controls, and ensure more efficient management of public resources.
Efficiency and transparency in public management
Milton Morrison, executive director of INTRANT, highlighted that these results are the fruit of a management focused on technology, service quality, and transparency. According to the official, the previous model represented an unsustainable financial burden for the Dominican State, a situation that has been corrected through strategic planning.
We received a licensing system that represented approximate losses of RD$20 million per month for the State. Five and a half months later, we have issued 329,727 licenses and generated nearly RD$300 million in profits. This demonstrates that when public resources are managed with planning, controls, and efficiency, it is possible to transform a burden for the State into value for society.

Beyond finance: road safety and modernization
- Operational modernization: Issuance and renewal processes have been updated, improving traceability and control.
- Strengthening of standards: The new model raises the requirements and evaluations necessary to obtain the license, prioritizing road safety.
- Service quality: Coverage and service capacity have been expanded to facilitate procedures for citizens.
Morrison emphasized that institutional transformation should not only be perceived in the quality of service to the user, but also in the responsible management of taxpayers’ money. INTRANT reaffirmed its commitment to continue deepening the digitalization and controls of the national licensing system, consolidating a management oriented towards positive results for the entire Dominican society.
