Excellence without Barriers: The program that empowers outstanding high school graduates in the Dominican Republic
The Ministry of Higher Education, Science and Technology (MESCyT) has launched the “Excellence without Barriers” program, an initiative specifically designed to recognize and support high school graduates with outstanding academic performance in the country. This project aligns with the strategic objectives of President Luis Abinader’s government, focused on fostering meritocracy and facilitating access to quality higher education.
How does it differ from ordinary scholarships?
It is fundamental to understand that this program operates under different criteria than the traditional National Scholarship call. While conventional scholarships require an open application process and document submission, “Excellence without Barriers” is aimed exclusively at a select group of students.
The initiative seeks to ensure that the talent of young Dominicans is recognized and has the necessary support for their professional development, eliminating economic barriers to their university education.
Who can participate?
Eligibility is restricted to high school graduates who have been formally identified by the Ministry of Education (MINERD) under the categories of Maximum Excellence or Merit Routes. The main requirements for interested parties are:
- Have completed high school during the 2025-2026 school year.
- Be officially registered in the Maximum Excellence or Merit Routes categories of the MINERD.
- Completar el proceso de postulación dentro de los tiempos estipulados por el MESCyT.
- Elegir una carrera e institución académica dentro de la oferta disponible en el programa.
A key advantage of this program is the automation of the process. Applicants do not need to upload additional documents, as the system performs a direct validation with the MINERD database. In the event that a student meets the merits but does not appear in the system, it is recommended to verify that their personal data matches the official records.

The “Excellence without Barriers” program offers 100% coverage of university tuition costs. This measure seeks to ensure that the financial situation of families is not an obstacle for the country’s brightest high school graduates to continue their professional preparation. The MESCyT invites all qualifying students to stay informed exclusively through the institution’s official channels to successfully complete their registration.
