The investigation, called “Black Box”, began in September 2024, on the eve of the municipal elections. Authorities seized 500,000 reais, allegedly intended for vote buying, according to the Federal Police. As part of the operation, the Brazilian Justice ordered the seizure of more than 10 million reais in bank accounts of those investigated, although it was not specified if Xaud was directly affected by this measure. The agents conducted searches at CBF headquarters between 06:24 and 06:52 local time on Wednesday. The investigation is being carried out by the Electoral Justice of Roraima, Xaud’s home state.

The CBF reported that agents did not seize any equipment or material during the operation and is awaiting official information on the subject of the investigation. The CBF also announced that President Samir Xaud is calm and willing to cooperate with the authorities. Samir Xaud was elected president of the CBF on May 25th for a four-year term. He is the son of Zeca Xaud, president of the Roraima Football Federation, and works as a doctor, businessman, and sports director. The predecessor of Xaud, Ednaldo Rodrigues, was suspended by the Justice Department due to alleged irregularities in his election. In the past, other CBF presidents, such as Ricardo Teixeira, José Maria Marin and Marco Polo del Nero, have also been involved in accusations of corruption and fraud.
