Public Health closes Cibao Blood Bank BSC 24/7 in Moca due to irregularities

The Ministry of Public Health, through its Directorate of Authorization of Health Services and Establishments, proceeded with the definitive closure of the Cibao Blood Bank BSC 24/7, located in the municipality of Moca, Espaillat province. The measure was executed after a technical inspection revealed multiple violations of the health regulations currently in force in the country.

Critical biosafety deficiencies

During the inspection, the authorities identified serious failures in biosafety protocols, putting the integrity of medical supplies at risk. Among the most notable irregularities, it was detected that the establishment did not have the specialized refrigeration equipment necessary for the proper storage of blood, using inadequate tools instead.

  • Absence of physical separation between the technical area and the blood storage area.
  • Use of domestic refrigerators for the storage of medical reagents.
  • Lack of essential reagents to perform immunoserological tests, including hepatitis C detection.
  • Poor management in the disposal of infectious waste, including the lack of needle collectors.
  • Inappropriate storage of cleaning materials inside the bathrooms.

The inspections carried out by our technical team confirmed that the center did not guarantee the minimum conditions required by law for the protection of public health, from the infrastructure to the handling of critical materials.

Administrative inconsistencies

In addition to the operational problems, the Ministry of Public Health reported that the physical floor plans observed during the inspection did not match the technical documentation previously filed with the licensing authorities. This discrepancy, added to the lack of suitability of the blood collection chairs, reinforced the decision to close the establishment immediately.

With this intervention, the Ministry reaffirms its commitment to strictly supervise health centers nationwide, ensuring that each establishment meets the necessary quality standards to operate safely for the benefit of the Dominican population.
