ProCompetencia presents innovative tools against collusion in public procurement
The Dominican Republic positions itself as a benchmark in transparency and administrative efficiency. María Elena Vásquez Taveras, president of the Board of Directors of the National Commission for the Defense of Competition (ProCompetencia), presented to the Follow-up Mechanism for the Implementation of the Inter-American Convention against Corruption (MESICIC) two technological tools designed to shield state procurement processes against anti-competitive practices.
During his speech at the Forty-Sixth Meeting of the Committee of Experts of the MESICIC, Vásquez Taveras highlighted the relevance of “Analiza tu Pliego” (Analyze your Bidding Documents) and the “Semáforo Colusorio” (Collusion Traffic Light), instruments that seek to transform public management through risk prevention and the promotion of free competition.

Technology at the service of transparency
The development of these systems is the result of a strategic collaboration between ProCompetencia and the General Directorate of Ethics and Government Integrity (DIGEIG). This alliance has made it possible to train nearly 1,000 public servants from 197 state institutions, laying the foundations for a culture of integrity in state procurement.
- Analyze your Tender Specifications: This tool allows for the auditing of tender specifications before their publication. It evaluates whether technical and financial requirements are proportional, preventing the inclusion of excessive demands that artificially limit bidder participation.
- Collusion Traffic Light: Through the use of 49 early warning indicators, this system analyzes participant behavior and submitted documentation. It classifies risks by color (green, yellow, and red), allowing for the identification of patterns that require more exhaustive oversight.
Vásquez Taveras emphasized that the nature of these instruments is complementary: while one oversees the rules of the game before starting, the other monitors the behavior of the actors during the process.
International recognition
The impact of this initiative has not gone unnoticed globally. The project was awarded first place in the Competition Advocacy Contest, a competition organized by the World Bank and the International Competition Network (ICN). This recognition highlights Dominican innovation and its potential to be replicated in other jurisdictions seeking to strengthen their competition frameworks.
With these actions, ProCompetencia reaffirms its commitment to raising ethical standards in the country, demonstrating that continuous training and the use of technological tools are the key to ensuring fairer and more competitive public procurement processes.
