Alfredo Pacheco highlights the legislative challenges for the new legislative session

The President of the Chamber of Deputies, Alfredo Pacheco, formally initiated the Second Ordinary Legislature of 2026, warning that the National Congress will face a complex work agenda, marked by issues of high institutional and social impact for the Dominican Republic.

During the opening ceremony, Pacheco emphasized the need to find a middle ground between the speed demanded by the citizenry and the technical rigor required by large-scale regulations. The legislator highlighted that the success of this administration depends largely on the silent, yet vital, work carried out in legislative committees.

For the head of the Lower House, committees are the heart of the parliamentary system. It is in these spaces where various sectors of society are convened, the repercussions of each proposal are evaluated, and the necessary consensus is reached before taking the projects to the floor for their final vote.

Legislative priorities: Labor Code and Social Security

Pacheco stressed that there are urgent initiatives that must be prioritized in the coming months. Among the most critical points on the agenda are the following:

  • New Labor Code: Considered a fundamental piece for the modernization of labor relations in the country.
  • Reform of Law 87-01: The comprehensive modification of the Social Security system is one of the most persistent demands of the Dominican population.

Regarding the social security reform, the legislator pointed out that the central objective is to optimize pension conditions and expand health coverage. Likewise, he stressed the importance of raising efficiency levels in the administration of pension funds and in the management of health risk insurers (ARS), thus guaranteeing a fairer and more effective system for all citizens.
