Pablo Ulloa demands greater investigative rigor in the face of crime in the Dominican Republic

The Ombudsman, Pablo Ulloa, made an energetic call to the competent authorities to transform the current approach in the fight against crime. According to the official, it is imperative to prioritize exhaustive investigations and the application of a solid regime of consequences, instead of resorting to violent responses or exchanges of gunfire that, at times, put the lives of innocent citizens at risk.

Fewer murders, fewer exchanges of gunfire, and greater investigation with strong and rigid consequences.

Ulloa emphasized that the National Police must fulfill its role as an auxiliary to the Public Prosecutor’s Office, focusing on the collection of technical evidence that allows prosecutors to build robust case files. In this way, the judicial system will be able to issue rulings based on the rule of law and not on physical force.

Civic education on the Penal Code

During the “Criminal Code for the Citizenship” conference, held at the Santiago City Hall, Ulloa highlighted the importance of bringing legal regulations closer to the population. This program, which is part of the Citizenship Route, seeks to turn the discussion on the Criminal Code into a democratic and participatory exercise in the provinces.

  • Direct dialogue with guilds, neighborhood associations, and local authorities.
  • Identification of community conflicts and improvement of coexistence.
  • Promotion of knowledge regarding fundamental rights and duties.

The official reiterated that the goal of these initiatives is to strengthen the culture of legality. In this sense, he stressed that the penitentiary system must be radically transformed, ceasing to be merely a detention center to become a space for effective social reintegration through education and training.

Finally, Pablo Ulloa concluded that a modern society cannot depend on violence to achieve social peace. The key, according to his vision, lies in the effectiveness of institutions to investigate crimes and ensure that every offense has a clear and proportional judicial sanction, thus guaranteeing the safety of all Dominicans.
