New York accelerates infrastructure investments to combat extreme flooding
New York City has launched an ambitious plan to modernize its urban infrastructure with the goal of mitigating the effects of climate change. Faced with the increase in severe weather events, local authorities are prioritizing the renovation of the sewer system, the implementation of nature-based solutions, and the protection of the most vulnerable sectors of the metropolis.
Lisa F. García, Commissioner of the Department of Environmental Protection (DEP), warned the City Council about the severity of the current situation. According to official data, the four most intense rainfall episodes recorded in Central Park over the last half-century have occurred since 2021, placing critical pressure on a drainage network that, in various locations, is decades old.
Key strategies and priority focus areas
The municipal strategy is based on an exhaustive analysis of rainwater that has allowed for the identification of 86 critical zones. To address these risks, the plan contemplates a combination of traditional engineering and sustainable methods:
- Construction of rain gardens for natural absorption.
- Expansion of so-called “Bluebelts” or natural drainage corridors.
- Creation of temporary retention spaces to manage massive volumes of water during downpours.
- Constant modernization of street drains.
The city is adapting infrastructure designed for a climate that no longer exists, integrating advanced engineering solutions with green infrastructure to protect our residents from increasingly intense storms.

Focus on Queens and coastal resilience
One of the central points of the investment is southeast Queens, where nearly $2 billion—within a $2.8 billion program—has been allocated to eradicate chronic flooding. In parallel, the city has intensified maintenance efforts, reporting improvements in more than 3,200 catch basins between July 2024 and March 2026.
In addition, the municipal administration has strengthened the Office of Coastal Resiliency with an investment of 43.2 million dollars, focused on hiring specialized personnel to oversee the 520 miles of New York coastline. Recent projects in Whitestone, Forest Hills, and Queens Village also seek to transform concrete surfaces into green areas capable of capturing five million gallons of rainwater annually, significantly easing the burden on the public sewer system.
