MIVHED promotes the modernization of construction permits in the Dominican Republic
The Ministry of Housing, Habitat and Buildings (MIVHED) presented the significant progress of the Permit Modernization Plan (PMP), a comprehensive strategy designed to optimize and transform the management of construction permits in the country. This project seeks to raise the standards of transparency, efficiency, and traceability in a vital sector for the national economy.
During the “MIVHED in Motion” meeting, Minister Víctor –Ito– Bisonó highlighted that this initiative transcends simple technological implementation, focusing on a structural change that includes regulatory updates, institutional strengthening, and the professionalization of human talent.
The transformation of the permitting process began long before technology. It began by listening to the sector, understanding the processes, and making decisions to strengthen what depends on the MIVHED. The platform is a tool to consolidate that transformation, not the starting point.

Tangible results and investment growth
The impact of these measures is already reflected in the official statistics. According to the data presented by the institution, the MIVHED achieved outstanding results in the first semester of 2026:
- Increase in licenses: 1,122 construction licenses were issued between January and July 2026, representing an 85% growth compared to the same period of the previous year.
- Private investment: The granted licenses support an estimated investment of RD$406.715 billion, a 171% increase compared to 2025.
- Labor impact: In the month of July alone, projections of 56,684 direct jobs linked to the approved projects were generated.
Strategic pillars of the transformation
To achieve these advances, the MIVHED has structured its roadmap under seven fundamental pillars, among which the implementation of the new Building Code, the development of a proprietary State technological platform, and the creation of the “MIVHED Intelligence” tool stand out.
Bisonó acknowledged the complexity of the ecosystem, in which more than 160 institutions are involved. However, he reaffirmed the ministry’s commitment to lead the necessary coordination to ensure that the construction sector continues to be a growth engine, recalling that, according to the Central Bank, this sector recorded a year-on-year expansion of 14.9% in June 2026.
With the presentation of the new digital platform, the Dominican Government reaffirms its commitment to digitalization, seeking to make the process of obtaining permits more agile, transparent, and efficient for all developers in the country.
