Scandal in Haina: The dismantling of a child exploitation network under the guise of a foundation

The recent discovery of a child exploitation network in La Pared de Haina has sparked deep outrage after the inhumane conditions in which 14 children, ranging in age from three months to 13 years, were living were revealed. The case, analyzed in depth on Alofoke Deportes, exposes an institutional pathology where non-profit organizations operate in the shadows, far from state oversight.

The criminal operation was exposed thanks to the escape of a 12-year-old Colombian minor, who fled to the Hatillo police station after suffering physical torture, food deprivation, and severe punishments. The child, who showed signs of burns and scratches, reported that the minors were forced to perform forced labor and to remain kneeling on kitchen graters as a form of punishment.

Failures in state oversight

During the analysis, it was severely questioned how an entity called “Restaurando Vidas Foundation” could operate in absolute invisibility. The lack of rigorous controls by institutions such as the Ministry of Education has allowed these minors to remain outside of official records, turning the figure of the “foundation” into a shield for illicit activities.

It is unforgivable that entities such as the Ministry of Education or child protection services have not detected the absence of 14 children from classrooms and official records. The word foundation is often used to clean up many things and operate under a facade of legality that covers up atrocious abuses.

The use of faith as a cloak of impunity

One of the most disturbing aspects of the case is the use of a religious veneer to avoid social scrutiny. The compound, which operated as a church, shelter, and forced labor center, used the figure of the “pastor” to generate a false sense of holiness that inhibited criticism from the community. Additional reports mention the discovery of bloodstains on the walls, clandestine caves for supposed prayers, and rooms that functioned as cells with exterior padlocks.

Those involved and the rejection of exploitation

For these events, Ángel Gabriel Capellán, Michael Emmanuel Alcántara, and Isaías Ramón Muñoz have been arrested. The individuals involved attempted to justify the situation by claiming that the minors were performing agricultural work and animal husbandry for the foundation’s sustenance. However, this argument was categorically rejected by the panelists of Alofoke Deportes.

  • Child abuse: It was emphasized that forced labor, under any pretext, nullifies the integral development and schooling of minors.
  • Community omission: The silence of some neighbors, who reported alarming noises but did not file formal complaints, allowed this cycle of terror to continue since 2016.
  • Demand for justice: The case demands a deep investigation that reaches the ultimate consequences to prevent the vulnerability of families from being used by alleged benefactors.

Dominican society now faces the need to tighten oversight mechanisms to prevent the romanticization of poverty and the lack of supervision from continuing to be a breeding ground for centers that, far from restoring lives, destroy the future of childhood.
