Defense of doctor linked to Operation Cobra 2.0 describes arrests as an abuse

The legal defense of Dr. Griselda Altagracia Basora Ramírez has raised its voice against the measures adopted by the authorities within the framework of Operation Cobra 2.0-A. The case, which investigates an alleged multi-million dollar fraud scheme to the detriment of the National Health Insurance (SeNaSa), has generated strong reactions from the representatives of the health professionals involved.

During a press contact in front of the Ciudad Nueva Courthouse, the defense attorney described the treatment received by the doctors under investigation as an abuse. According to the jurist, Dr. Basora has a 45-year career in the practice of medicine, which is why he questioned the need to keep these professionals deprived of their liberty while the judicial investigation proceeds.

Details of the judicial process

The Public Prosecutor’s Office has requested the imposition of 18 months of pretrial detention for a group of 25 defendants, among whom are doctors, as well as former employees of the insurance institution and other private individuals. The hearing where the coercive measure will be heard is scheduled for this Monday at 2:00 in the afternoon.

The legal representative pointed out that Dr. Basora had appeared voluntarily before the Specialized Prosecutor’s Office for the Prosecution of Administrative Corruption (Pepca) when required, collaborating with the authorities prior to her arrest.

The defense also denounced that, during the operations carried out, arrests of individuals occurred who were subsequently released as they were not included in the formal case file, which, in their view, constitutes a violation of fundamental rights.

Accusations of millionaire fraud

The Public Ministry maintains that those involved in the Cobra 2.0-A network were part of a structure dedicated to the illicit acquisition of funds. According to the accusatory file, a total of 4,363 fraudulent authorizations were executed, which amount to a global sum of RD$41.1 million.

Dr. Basora Ramírez remains on the list of defendants against whom the prosecution seeks to apply restrictive measures on their freedom, while the country remains attentive to the development of the coercion measure hearing that will define the course of the legal process.
