Legal conflict: French media outlets sue Google over Artificial Intelligence usage
The Alliance of General Information Press (APIG), an organization representing nearly 300 media outlets in France, has filed a formal complaint with the Competition Authority against the tech giant Google. The central reason for the dispute is the implementation of Artificial Intelligence tools that summarize journalistic content without the consent or adequate compensation for publishers.
The federation has described the deployment of the features known as AI Overviews and AI Mode as an unfair practice. According to the APIG, the company launched these tools without first opening a negotiation table, leaving media outlets with a fait accompli that violates current legislation.
Impact on digital traffic and revenue
Publishers point out that these new search capabilities, active in France since July 22, significantly alter the user experience. By prioritizing AI-generated summaries, direct links to news portals are relegated to the bottom of the interface, which threatens to drastically reduce web traffic to news sites.

In 2020, the Competition Authority imposed a sanction for unfair practices, and in 2022, the body applied a 500 million euro fine for the breach of previous commitments. That resolution forced the company to establish remuneration agreements that, in theory, should remain in effect until the year 2027.
The APIG is now seeking for regulators to intervene to stop what they consider an infringement on intellectual property and the economic sustainability of professional journalism in the digital ecosystem.
