Transforming public procurement in the DR: Transparency and efficiency as a central axis
President Luis Abinader reaffirmed that the optimization of state procurement processes is a fundamental pillar for improving the quality of public services and strengthening institutional trust. During his participation in the II Public Procurement Forum, the president highlighted that every transparent process translates into tangible benefits for the population, such as new educational infrastructure, better hospital equipment, and greater access to medicines.
Public procurement works when what is contracted arrives on time, meets the expected quality, and responds to a real need of the people. That must always be our benchmark.

Significant progress towards a competitive market
For his part, the Director General of Public Procurement, Carlos Pimentel, presented a positive balance of the administration, stressing that the current market is characterized by being more open and competitive. According to the data provided by Pimentel, the results are conclusive:
- 59.8% of the participating suppliers were awarded.
- MSMEs received 44.7% of the total amount awarded in 2025, representing approximately RD$123 billion.
- The offers received experienced an increase of over 370%.
- The State Supplier Registry grew by 56%, while hospital coverage integrated into the system increased by 826%.
Legal rigor against corruption
Deputy Prosecutor Yeni Berenice Reynoso emphasized the importance of integrity in public office. She warned that the current legal framework, which includes the Asset Forfeiture Law and anti-money laundering regulations, provides the State with powerful tools to combat corruption.
An act of corruption, followed by other acts of corruption, plus money laundering, can lead to a sentence in which you spend decades without seeing freedom.

Reynoso highlighted that the Dominican Republic now has the necessary legislative foundation for effective prosecution, underscoring that the new legal paradigm allows for the accumulation of sentences, which represents a clear message against those who attack public assets.
Focus of the II Public Procurement Forum
Under the motto “Strengthening governance for integrity and transparent management,” the event seeks to analyze the implementation of Law No. 47-25. During the sessions, experts and authorities will address critical topics such as the sanctions regime, risk prevention, monitoring mechanisms, and citizen participation, under the coordination of the Center for Studies and Research in Public Procurement (CEICP).
