Leicester City Faces Financial Breach Charges in the Premier League
The Premier League has referred Leicester City to an independent commission due to alleged breaches of Profitability and Sustainability Rules (PSR) during the 2023-24 season in the championship.
In addition to the PSR breaches, the club has been accused of failing to meet its obligation to submit annual accounts to the Premier League by December 31, 2024, as well as failing to fulfill its duty to provide “full, comprehensive and prompt assistance” to the Premier League in response to its inquiries.
The case has been referred to an independent commission following the decision of an arbitration tribunal on jurisdiction.
The club is pleased to have successfully defended the Premier League’s challenge to the Appeal Board’s decision in relation to the PSR assessment period ending Fiscal Year 23, which was the main focus of these proceedings.

The Premier League’s own rules set a deliberately high threshold for any challenge to the decision of an Appeal Board. In this case, the Appeal Board’s decision could only be overturned if it were shown to have resulted from a “perverse interpretation of the law” or was a decision “that could not reasonably have been reached”.
