Ombudsman and UNIR seal alliance to promote virtual higher education
The Ombudsman of the Dominican Republic and the International University of La Rioja (UNIR) have formalized a strategic agreement with the goal of strengthening academic training in the country. This alliance will allow for the implementation of virtual scholarship programs, facilitating access to higher education through advanced technological tools.
The initiative seeks to promote a more inclusive society, focused on the protection and respect of human rights through digital education. This agreement is part of the Ombudsman’s ongoing efforts to provide greater training opportunities to their team and to citizens committed to public service.
Scope of the scholarship program
The agreement establishes the incorporation of the Ombudsman into UNIR’s Corporate Scholarship and Benefits Program. Among the main beneficiaries are:
- Collaborators of the Ombudsman’s Office institution.
- Winners of the first and second place of the “Hackathon for Rights” contest.
- Graduates of the various training courses provided by the constitutional body.
Those selected will have the opportunity to pursue bachelor’s and master’s degrees in a fully virtual format, accessing official programs validated in Spain, Mexico, and the United States, provided they meet the university’s admission criteria.
This agreement seeks to facilitate access to university training opportunities through the virtual modality, expanding training and academic development alternatives to strengthen a culture of respect, promotion, and protection of rights.

Institutional representation
The protocol act was led by Pablo Ulloa, Ombudsman, and Moisés Moya Hernández, Director of Institutional Relations for Central America and the Caribbean at UNIR. During the signing, the commitment of both entities to democratize knowledge through the use of information technologies was highlighted.
Key figures such as Nora Rubirosa and Luis Permuy from UNIR were also present at the activity, as well as representatives from the senior management of the Ombudsman’s Office, including Ana Martich, Virginia Frías, Ligia Melo, and Yolasnka Flores, who reaffirmed the shared interest in raising the educational quality of Dominican human capital.
