Chameleon Case: Trial on the merits begins against Hugo Beras, Jochi Gómez, and other defendants
The Third Collegiate Court of the National District has scheduled for this Tuesday the start of the trial on the merits against the former director of the National Institute of Transit and Land Transportation (Intrant), Hugo Beras, along with businessman José Ángel Gómez (Jochi Gómez) and other defendants in the judicial process known as the Chameleon case.
This legal process focuses on the alleged irregularities detected in the awarding of the contract intended for the modernization of the traffic light network of Greater Santo Domingo. The hearing is expected to begin with the formal reading of the indictment by the Public Prosecutor’s Office, unless the defense presents preliminary motions.
Involved parties and flagged companies
The list of defendants who will face this trial includes key figures from the Intrant administration and external collaborators. Among those pointed out are:
- Pedro Vinicio Padovani Báez, former head of the Traffic Control Center.
- Samuel Gregorio Baquero Sepúlveda, former Director of Technology at Intrant.
- Frank Rafael Atilano Díaz Warden, former Dispatch Coordinator.
- Juan Francisco Álvarez Carbuccia, Administrative and Financial Director.
- Carlos José Peguero Vargas, Mariano Gustini, Manuel Eduardo Mora Vázquez, and Henry Darío Féliz Casso.
Similarly, the Public Prosecutor’s Office has included various commercial companies in the file, such as Transcore Latam S.R.L., Aurix S.A.S., Inprosol S.R.L., OML Inversiones S.R.L., PagoRD Xchange S.R.L., Industria Soltex Dominicana S.R.L., and Dekolor S.R.L.
The prosecuting body maintains that these companies were key pieces in a scheme designed for the embezzlement of public funds and money laundering, also affecting the technological and operational security of critical infrastructure of the Dominican State.

The investigation positions Jochi Gómez as a central figure within the alleged scheme, pointing out that he maintained financial and operational ties with the mentioned companies. The formal indictment details that this network allegedly operated through fraudulent state contracts, incurring crimes of fraud, technological sabotage, and money laundering.
During the development of the trial on the merits, the parties will have the opportunity to present evidence and arguments before the court, which will have the responsibility of evaluating the evidentiary elements to determine the possible sentences against those involved in this case of national impact.
