Migration and CONANI strengthen protection protocols for minors in migratory processes
At the Haina Migration Interdiction Center, authorities from the General Directorate of Migration (DGM) and the National Council for Children and Adolescents (CONANI) held a strategic meeting with the objective of safeguarding the rights of minors who are in contexts of human mobility.
The meeting focused on the need for any migration control intervention involving children and adolescents to be executed under a comprehensive protection approach, prioritizing the best interests of the child at all times and strictly respecting their human dignity.
Commitment to institutional protection
The Director General of Migration, Vice Admiral Luis Rafael Lee Ballester, ARD, emphasized that openness to dialogue is fundamental to facing current challenges. The official highlighted that these actions are part of the Dominican Government’s guidelines to ensure that migration processes align with child protection standards.
Coordinated work between both institutions is essential to ensure that, in situations of accompanied or unaccompanied mobility, family reunification and assisted returns are prioritized within a framework of full respect for current regulations.

During the workday, the institutions reviewed current action protocols and agreed to implement significant improvements in the institutional response. Among the key points addressed, the following stand out:
- The creation of an intensive working group to review operational procedures.
- The strengthening of inter-institutional communication for a smoother execution of processes.
- The optimization of coordination mechanisms between Migration and CONANI.
The meeting was also attended by high-ranking officials from the DGM, including Brigadier General Pilot Juan Carlos Vicente Pérez, director of Migration Intelligence, and Colonel Manuel Antonio Carrasco Guerrero, director of Migration Control, along with delegates from the United Nations Children’s Fund (UNICEF) and technical directors from CONANI.
