Crisis in the healthcare system: Luis Peña Núñez points out deficiencies in public management
The president of the Dominican Medical Association (CMD), Luis Peña Núñez, has raised his voice to harshly question the administration of resources allocated to the national health system. According to the physician, the lack of efficiency in spending and the persistence of acts of corruption are the main obstacles preventing optimal functioning in the country’s hospital centers.

Management capacity under the microscope
Beyond the financial irregularities, Peña Núñez focused on the selection of personnel occupying management positions within the health sector. The medical leader denounced that the lack of technical and professional preparation of those who lead health institutions is one of the causes exacerbating the current crisis.
During his speech, the representative of the medical guild was emphatic in criticizing the criteria for appointments to strategic positions:
- Questioned the appointment of individuals with limited management capacity to roles requiring high specialization.
- Pointed out that the lack of professional training directly affects the quality of service patients receive.
- Reiterated that one cannot expect to manage a hospital without the necessary academic and technical preparation to assume such responsibilities.
For Peña Núñez, the path toward a real transformation of the Dominican healthcare system necessarily involves a deep review of how budgets are executed and, above all, ensuring that leadership positions are occupied by qualified individuals, leaving behind appointments that, in his view, lack professional rigor.
