Migration crisis in Ceuta: Juan Jesús Vivas demands urgent measures from the Government
The President of the Autonomous City of Ceuta, Juan Jesús Vivas, has formally requested that the central government implement an immediate shock plan to restore order and normalcy in the region, following the massive entry of thousands of people from Morocco at the end of July. Vivas described the current situation as unsustainable and worrying due to the precarious conditions in which thousands of individuals find themselves on public streets.
Proposals for crisis management
During his meeting with the Minister of Territorial Policy and Democratic Memory, Ángel Víctor Torres, the local leader emphasized the need to prioritize the creation of a Foreigner Internment Center (CIE). This space would allow for the proper management of expulsion files for those remaining in the city, while simultaneously guaranteeing attention to their basic needs.
- Immediate reinforcement in the areas of Immigration, Justice, Public Prosecution, and Police.
- Substantial increase in the personnel of the State Security Forces and Corps.
- Maintenance of the Army’s presence at strategic points and critical zones until the situation normalizes.
- Establishment of a single command to coordinate the various ministries and local administration.

Challenges in childcare and public services
The pressure on public services has reached critical levels, with a cyclical population increase of approximately 10%. A point of special concern for the authorities is the situation of unaccompanied minors, whose reception figures have soared, currently reaching 1,300 minors.
Vivas has advocated for exploring legislative modifications that facilitate the family reunification of these minors, always under the protection of the best interests of the child and the current legal framework. Although he did not provide an exact figure for the migrants who remain on the streets, the president estimates that the number ranges between eight and eleven thousand, which directly impacts coexistence, cleanliness, and citizen security.

Finally, the president of Ceuta highlighted the exemplary nature of local society following the demonstration held this Sunday, emphasizing the citizens’ commitment to coexistence and the city’s identity. Vivas reiterated that the success of the mobilization lies in the unity of the people of Ceuta and reaffirmed that the National Government is responsible for dictating the necessary solutions to overcome this period of instability.
