Authorities seek to streamline immigration processes for Major League prospects in the Dominican Republic
With the goal of optimizing the permit systems and the necessary documentation for international prospects developing in the country, the Office of the National Baseball Commissioner and the General Directorate of Migration held a strategic meeting with executives from Major League Baseball academies.
The meeting, described as an unprecedented event, was led by Junior Noboa, National Baseball Commissioner, and Vice Admiral Luis Rafael Ballester, Director of Migration. During two hours of open dialogue, representatives of MLB organizations outlined the operational challenges they face in managing the arrival and stay of young foreign talent.
A constantly growing sector
Junior Noboa underscored the relevance of this approach by highlighting that approximately 40 percent of the prospects training in academies located in Dominican territory come from other nations, with a notable presence of Venezuelans and Mexicans. The Commissioner emphasized that this reality also extends to independent academies, which handle a high volume of requests to hold tryouts with international talent.

- Standardization of permits: The need to simplify the issuance of documents for young foreigners seeking to enter the country to train or participate in tryouts was discussed.
- Improvement in waiting times: Executives expressed concern about long waits in immigration areas, especially when it comes to underage baseball players.
- Specialized attention: A request was made for the designation of a direct liaison at the General Directorate of Migration who can expeditiously manage inquiries and requirements from the academies.
- Consular normalization: Vice Admiral Ballester highlighted that the reopening of the Dominican consulate in Venezuela since October 1st has been a key factor in normalizing the flow of prospects from that country.
Given the positive results of this initial approach, Noboa announced that his office has scheduled similar meetings with other state entities, such as the General Directorate of Customs and the Ministry of Public Works, to continue strengthening the infrastructure and processes that support the professional baseball ecosystem in the Dominican Republic.
