President Abinader rejects Manuel Conde’s resignation from the PRM Political Training School
During the graduation ceremony of the Diploma in Municipal Management, the President of the Republic and leader of the Modern Revolutionary Party (PRM), Luis Abinader, formally requested that Manuel Conde Cabrera desist from his intention to step down as executive director of the “Professor Yvelisse Prats Ramírez” School of Political Training and Public Management.
The situation became public when Conde explained the reasons for his resignation to those present. Faced with this, the president intervened immediately to state that he did not accept said resignation, acknowledging the fundamental role that Conde has played since the founding and launch of this academic institution.

Institutional transformation and strengthening plans
The head of State took the opportunity to propose an evolution in the entity’s structure, suggesting its transformation into an institute. This approach, as he detailed, has already been discussed with Mayrelín García, national director of Planning of the PRM, with the aim of raising the level of training for political cadres.
Abinader emphasized that training is an essential pillar for the party and must transcend the electoral sphere. According to his vision, the PRM must consolidate itself as a center of excellence in key areas, such as:
- Governance and public management.
- Political training and party doctrine.
- Ethics and government transparency.
- Technical preparation for the exercise of public administration.
As a sign of his commitment to the continuity of the project, the president urged Conde to replace his resignation letter with a strategic work plan covering the coming years, reaffirming the need for ongoing training in the face of technological challenges and the new demands of public administration.
School graduation and achievements
The ceremony served as a stage to recognize the academic progress of the organization’s militants and officials. During the event, the following certificates were awarded:
- 87 participants graduated from the Diploma in Municipal Management.
- 350 participants certified in the First Congress of Public Finance, Compliance and Government Ethics.
The “Professor Yvelisse Prats Ramírez” School of Political Training and Public Management continues to consolidate itself as the PRM’s main platform for the development of its leaders’ competencies, under the technical leadership of Manuel Conde, who has been a key piece in the success of these training programs.
