Deputy Eugenio Cedeño made an urgent call this Monday to toughen immigration laws and oversight mechanisms in the Dominican Republic. The legislator maintains that the recent altercations involving foreign citizens, especially the incidents recorded at the Félix Sánchez Olympic Stadium and in areas such as Friusa, in Bávaro, are a clear sign of the need to apply existing regulations with greater rigor.

For Cedeño, isolated incidents are just the tip of the iceberg of a structural problem. The congressman emphasized that the current situation is the result of accumulated failures in the execution of national migration policy over the years.

What should move us to concern, and should have moved us to concern a long time ago, is practically the occupation, because what we are experiencing in the stadium is the product of poorly applied migration policies.
Eugenio Cedeño, Deputy

Proposal for labor licensing and oversight

As part of his strategy to exercise national sovereignty, Cedeño revealed that he is working on a bill aimed at creating a “legal wall.” This initiative would seek to regulate the practice of certain trades through mandatory licenses, which would allow for more exhaustive control over who resides and works in the country:

- Construction sector: Implementation of mandatory licenses for workers.

- Informal commerce: Specific authorizations issued by Public Health and city councils for the sale of food on public roads.

- Public transport: Additional permits to the driver’s license to verify the legal and migratory status of drivers.

The deputy also questioned the effectiveness of border checkpoints and demanded that the Ministry of Labor carry out more rigorous inspections of construction companies. According to the legislator, the massive hiring of irregular foreign labor often ignores the labor demands of Dominicans, who require social security and decent conditions.

Context after the incidents at the Olympic Stadium

These statements gain relevance following the disturbances that occurred during the Concacaf Nations League match between the national teams of the Dominican Republic and Haiti. During said event, there were scuffles and damage to the sports facility’s infrastructure.

In response to these events, the Minister of Sports, Kelvin Cruz, announced a ban on the Haitian national team using Dominican sports facilities for future engagements, a measure that has the full backing of President Luis Abinader.

Meanwhile, the General Directorate of Migration continues to intensify its interdiction operations nationwide. In the last few days of September alone, authorities reported thousands of arrests and deportations, in addition to controls at tourist spots such as Bávaro and Punta Cana to curb irregular migration.
