Through Decree 672-26, it is established that state acquisitions linked to social programs must be carried out exclusively with micro, small, and medium-sized enterprises (MSMEs) of national industrial production.

Focus on local production

This regulation covers essential procurement processes, including food programs, clothing, school supplies, and assistance to vulnerable sectors. The priority is that the supplies be of Dominican origin, manufactured within the territory, and purchased directly from producers, eliminating unnecessary intermediation, except for express written authorizations.

The fundamental objective of this provision is to strengthen the national productive apparatus, ensuring that the resources allocated to social assistance translate into a direct boost for our local industries.

Institutions involved and selection mechanisms

Various public entities are called upon to apply this measure, among which the Ministry of Education, Inabie, the National Health Service (SNS), Inaipi, Conape, and the National Police, among others, stand out. These institutions must be governed by the principles of Law 47-25 on Public Procurement.

To ensure transparency and efficiency, the process will follow these steps:

Prior consultation in the State Suppliers Registry (RPE) through the Electronic Public Procurement System.

Call for expressions of interest if no qualified local suppliers are identified.

Possibility of modifying tender specifications if the process is declared void on two occasions.

Requirements and quality standards

To participate, companies must have their industrial registration issued by Proindustria and a valid certification granted by the Ministry of Industry, Commerce and MSMEs (MICM). In addition, an Inter-institutional Coordination Board has been established to monitor compliance with regulations and ensure that products meet the quality standards established by Indocal.

With this measure, the State reaffirms its commitment to the country’s sustainable development, prioritizing the productive capacity of Dominican entrepreneurs in the implementation of social protection public policies.

Government prioritizes industrial MSMEs in public procurement for social programs The Dominican government, under the administration of President Luis Abinader, has implemented a strategic measure aimed at boosting the local economy and fostering job creation.
